Webinar: Lessons from the Commission of Inquiry

Our Chairman, Calvin Cheuk, on behalf of the Society of Construction Law Hong Kong, cordially invites you to our evening webinar to be given by Ian Pennicott SC QC, Philip Boulding QC and Geoffrey Chan on Wednesday, 9 September 2020. Ian, Philip and Geoffrey were all involved in the Commission of Inquiry into the Construction Works at and near the Hung Hom Station Extension under the Shatin to Central Link Project. With the Final Report published earlier this year, members are invited to learn the lessons from both Counsel and Instructing Solicitors who played an integral part in the Inquiry.

 

Ian Pennicott SC QC. Ian practised from Des Voeux Chambers between 1984 and 1989. Practised from Keating Chambers, the leading construction set in the UK, from 1989 to date. Returned to full time practice at DVC in 2010. Extensive experience in all aspects of (i) arbitration law and procedure both as advocate and arbitrator, (ii) building, engineering and construction litigation and arbitration, (iii) negligence claims against construction professionals (architects, engineers, project managers and building/quantity surveyors) and (iii) the law as it applies to the environment. Ian was Leading Counsel to the Commission at the Hung Hom Station Commission of Inquiry.


Philip Boulding QC. Philip was called to the Bar of England and Wales in 1979 and has been a member of Keating Chambers since 1980. He is now based in Asia and specialises in the fields of construction, engineering, technology law and related professional negligence work. Philip’s practice comprises primarily international arbitration work and his clients include local authorities, government departments, major national and international construction and engineering companies, energy and utility companies and developers. He is also a TECBAR accredited adjudicator as well as being an experienced arbitrator and mediator. Philip has recently acted as Chairman of a DIAC arbitral tribunal in Dubai in relation to disputes arising from the construction of a gas production facility in Iraq and also represented MTR with a formidable team of Hong Kong juniors in the Hung Hom Station Commission of Inquiry.


Geoffrey Chan. Geoffrey is a partner of Mayer Brown and heads the Construction Practice Group in Asia. He has extensive experience in all aspects of contentious construction work in terms of legal proceedings, arbitration and alternative dispute resolution in Hong Kong, China and Macau. His experience in public inquiries dates back to the Inquiry into labour
importation issues by the Legco Select Committee during the Airport Core Programme era and the Commission of Inquiry into Lead Contamination of drinking water in Hong Kong. Geoffrey is ranked in Chambers Asia Pacific (2015-2020) and is named a Leading Individual by The Legal 500 Asia Pacific (2017-2020). He is also named a 'Construction Expert'; in Expert Guides (2016).
